Oh, and I didn't even answer your actual question. For a team to get compensation, they have to offer the player 12.5 mill on a one year deal, him turn it down, and sign with someone else. No more Type A or B. Honestly, I don't remember why 12.5 mill is the number either, but it's an average of something.

I have no idea how they'll rank the players getting supplemental picks. That's a great question that I've not even thought about. The competitive balance lottery is for "small market", low revenue teams, that are deemed at a disadvantage. It's been a while since I saw the article(Jonathan Mayo) and couldn't find it just now. But, there will be 6 extra supplemental round picks awarded to those teams. I think it's 12 teams, maybe 14. Somehow, the Cards are part of this, so they'll basically get an extra pick every other year for nothing. The same teams also are involved in a second lottery for more picks as well each year. I think from teams forfeiting picks, for going over draft budget(my guess is this is usually going to be zero). Howev er r, something I'm still not clear on and it's a big deal: I think if a team loses a FA they offer the 12.5 mill to, they get the other teams pick AND a supplemental pick as well. But, it may very well be the team losing the player only gets a supplemental rounder and while the acquiring team(top 10 protected) loses their pick, that pick could conceivably be part of the 2nd lottery, making those teams get that many more picks.

Holy hell that is the dumbest thing ever. How the hell did that BS get approved?

I'd offer Dempster a 12.5 1 year deal in a heartbeat.

Oh, it's stupid. I wish I was a fly on the wall where Theo was hearing about this [expletive] for the first time. I'm pretty sure it got approved unanimously too, but my guess is some owners(Ricketts included) have to pick their battles. Reinsdorf and Bud worked hand in hand with this [expletive]. No doubt in my mind.

Interestingly enough, AZPhil just wrote about this tonight. I'd link, but I'm on my cell. Go to TCR to read through some of it. There are 2 different lotteries of 6 picks each. One between the 1st and 2nd rounds, and another between the 2nd and 3rd rounds. The 12 teams eligible for picks(every team gets one basically, teams can change from year to year based on revenue) are Baltimore, STL, Cleveland, Arizona, Cincy, Milwaukee, Pittsburgh, San Diego, Tampa, Miami, Oakland, Colorado, and KC. I guess it's 13 teams getting 12 picks. It's a weighted lottery, based on last year's records and it'll be held on July 16th. The interesting part though, is these picks can be traded, starting IMMEDIATELY. So, it wouldn't surprise me at all to see Theo try trading for picks, when dealing away some of our stuff. Keep in mind, only these picks and no others can be dealt.

So everyone in the division but the Cubs gets additional picks. Completely fair, well thought out Selig.

Would you want to trade positions with any of them? We get an extra 2nd or 3rd round pick, they get our big-market resources at the MLB level?

Do we get the Cardinals WS trophies and best fans in baseball?

Yes, but you have to live in either St. Louis, Missouri or southern Illinois.

Seriously that is terrible. How do the Cubs feel about every other team in their division getting an extra high round draft pick every year? I understand the Cubs are a high revenue team that has access to a lot more resources, but they have a braintrust that values the draft much more than throwing money at FA signings. The system is set up so that the Cubs basically have to throw a bunch of money out there at FAs to keep up in talent with the other 4 teams in their division. We all know how well that works as a strategy long term.

The best pick they are getting is going to be something like No. 40 overall. From 1965 to 2005, exactly four of those picks have turned into something useful, the best of which was Kevin Tapani. In the same period, the No. 41 pick had two useful players (Dan Plesac and Fred Lynn).

Each other team in our division will maybe get an extra average MLB player once a decade or so. If it helps put off the salary cap era for another decade, I can totally live with it.

What I find really odd is that if a team forfeits picks by breaking its pool, that pick doesn't disappear. It goes into a lottery where all teams who didn't break their pool (including the 5% overage for tax purposes) get a chance at it. That'd be interesting if it ever happened.

don't blame spending big on free agents for the cubs' woes, that is a luxury that many teams wish they had, and it will one day make us a very good team.

Agreed that the likelihood of finding a major impact guy in the range the picks will be is unlikely but it will allow the teams to have a larger draft pool of money to sign guys, no? So with the extra pick they get they could take a guy with their extra pick who will sign for way under slot (college seniors) and then use the savings to draft overslot elsewhere.

Supposedly up to 10 teams will be there to see Dempster on Saturday. Dodgers, Indians, and Braves have been the most agressive so far. Looking for power arms and/or a 3B.

Now that would not be fair. How much would you estimate would be saved if they take a college senior?

Heyman reporting the Dodgers are the favorites for Dempster and are also talking about Garza.

They've got some decent arms in their system that I'm sure Jed and Theo are asking about.

I wonder how much Theo is actually involved in that? Is it like a "Co-GM" situation? Or do they just meet about things and then Theo lets Jed actually do the trade haggling? Does Jed have to run a big trade through Theo first? Just curious about the logistics.

I read somewhere they all work on everything, so they still get time for their families. They've worked together enough they're on the same page, but I'd guess in the end, Theo has the final call obviously.

I think that's a reasonable target, all things considered.

Based on an interview I saw/read earlier this season with Jed Hoyer, he stated that they basically split the duties based upon which one has a better relationship with the GM they are dealing with. It also sounded like they try to build a consensus on decisions. I think it is safe to assume that Theo has final say.

I wonder how willing they would be in parting with Eovaldi since he's contributing to the big league squad.

I'd love to get Zach Lee, if possible.

I'd love Eovaldi but I agree. A team that needs SP probably isn't looking to move a current SP.
