I think they're probably keeping him around as a multiple inning option should the game go to extras, especially with Wood already used.

I think Montgomery is the failsafe if it goes extras, he and Chapman are the only other 2 available relievers. If Smith got Holliday I bet Joe would've let him pitch around Moss and attack the RH after, but since Smith is bad today he has to try to preserve the tie with Grimm.
