Actually, it's completely at the discretion of the home plate umpire whether he wants check with the 1st or 3rd base umpire. He is not obligated to ask them, it's his call.

Only a complete jerk with an unrealistic view of his abilities calls that on his own. The man is a terrible umpire and this is just another example. Ego is just about the worst thing you can have in an umpire/referee/judge
