Novoa is already on 60 day, so a release won't help here. Dopirak is most deserving of being taken off the roster, while Cotts is doing fine, but doesn't really seem to have a spot.

Correct. The only restrictions are that a player has to be sent down for at least 10 days until they can be recalled.
