It doesn't need to be both. If there were a hard 45-second limit on video before it automatically cuts out, obvious calls are overturned and non-obvious ones aren't. The current system blows.

I'm just thinking of the obvious Armando Galarraga types of situations where even the guy who made the call reviews it afterwards and immediately admits, "yeah, I totally fucked that one up." Four minutes seems like a long time when you're just staring at the umps reviewing video, but it really isn't that long considering the alternative.
