Badler posted a scouting report on Jimenez within the last 30 minutes and said he's finalizing the parameters of a deal with the Cubs. Sanchez, maybe unrelated, but doubtful, says agreements turn into signed contracts. This may very well just be semantics after all.

When I read "agreed to", I do not interpret that as "signed". Learned that lesson a long time ago.

i'm sure they'll sort it out. i'm about as worried about them going over the cap or losing jimenez than i am about kris bryant not signing.

Hahahahaha. No, I'm serious. In both cases, media members with really good contacts and track records have indicated these signings will eventually happen and we have logical reasons why they haven't happened yet.

Forget calculations about the Cubs' international spending ability. They aren't done grabbing talent, with big fish still on their radar. The three most attractive guys still out there Taiwanese right-hander Jen-Ho Tseng and two 15-year-olds -- Dominican third baseman Luis Encarnacion and Dominican center fielder Leonardo Molina. Encarnacion and Molina aren’t eligible to sign until next month, when they turn 16. The Cubs figure to blow so far past their spending allotment that they will be pay a 100-percent tax and suffer the most serious sanction in the rules -- being limited to a maximum of $250,000 on any signing in the 2014-15 international class. The Cubs believe that the top guys in this year's class are much better than those who will be available next year. It's significant that the Cubs’ pool won’t go down next year because they spend heavily this year. They will be able to either sign a lot of players for $250,000 or below or trade some of their signing pool to other teams, as the Astros did in acquiring Double-A second baseman Ronald Torreyes from the Cubs on Tuesday. The Cubs have already invested a reported $6.15 million in locking up outfielder Eloy Jimenez, shortstop Gleyber Torres and pitchers Jefferson Mejia and Erling Moreno. With many players unsigned, it's too early to know how things will shake out, but it appears the Rangers are the only team being as aggressive as the Cubs.

 

The Yankees are all over Leonardo Molina and the Phillies are all over Luis Encarnacion so I doubt those guys are options.

Not specifically. It was more of "those are a ton of names and I'm lazy, maybe someone else will do the work for me"

Xander Bogaerts is one of the top 10 prospects in all of baseball. Jose Iglesias just won AL Rookie of the Month for June. Junichi Tazawa has been a very good reliever the past season and a half. Michael Almanzar is a pretty good prospect too. They obviously have their share of big money busts.

 

I always thought Hanley Ramirez and Anibal Sanchez were signed by Theo's regime but I guess they predated him.

Bogaerts alone is worth several years of nothing. Add in Iglesias and Tazawa and I think it's pretty clear they've done well in an extremely hit or miss scenario.

It is an interesting theory based off Phil Rogers' story that the Cubs are going to blow past their cap but it's also possible the Cubs are blowing smoke in an attempt to improve their leverage in trade talks. They have yet to sign all of these prospects, they've just come to agreements with them so they still have time to make trades. Theo previously had said they weren't interested in acquiring pool money, and then promptly acquired bonus space from two teams.

 

Also, the two kids Phil Rogers suggested the Cubs would go after are heavily linked to teams that haven't spent much of their bonus pool yet (Phillies and Yankees).

I know this isn't at all the place for this, but Brett's piece and all the talk about teams blowing past restrictions got me thinking.

 

The new (rule 4) draft rules stipulate that if you blow past the restrictions one year, you lose the following year's first rounder, right?

 

What other penalties are there?

Any team that exceed their bonus pools: a 75 percent tax on a 0-5 percent overage; the loss of a first-round pick and a 75 percent tax for more than 5 and up to 10 percent; the loss of first- and second-rounders and a 100 percent tax for more than 10 and up to 15 percent; and the loss of two-first-rounders and a 100 percent tax for more than 15 percent

I would otherwise be fine with the theory of them blowing past their spending limit, but that would mean they traded a legitimate prospect (who is 20 years old and performing adequately in AA) plus a respectable bench player, just to save some money on penalties. That would be extremely stupid, in my opinion.

I guess it all boils down to what Brett said. Is Torreyes worth $800k or not?

 

I think so. But I'm dumb and I really have no idea why I think that.

 

Who is the respectable bench player? Clevenger? Or did I miss another trade?
