Across baseball, many people worried the new rules will prevent baseball from attracting the best athletes in the country, that they will play college football or college basketball without a significant payday from baseball. It also hurts that college baseball teams do not provide full scholarships.

 

“I have no concerns about that,” Selig said. “I don’t believe that that’s a possibility. I believe the sport is on an upgrade at every level.”

 

Weiner pointed that the draft spending limits are only on aggregate spending, not individual spending. His point is that the very best players will still receive lucrative deals.

God, Selig is a moron. Another note, to receive a comp pick, the player needs to be tendered an offer that exceeds the average amount of the top 125 paid players, the top 10 picks are safe, so one of those teams loses their 2nd pick. I guess that is the nail in the coffin for supplemental picks as well.

Wouldn't this CBA actually put more of a focus on the Scouting/Development offices and programs instead of discouraging them? There's just more pressure to pick the right players, hence the need for a better scouting/development department.

 

But what are you scouting and developing? What's the point of building infrastructure and academies in Latin America if you are only allowed $40 on your Intl budget?

And international players have to register, immediately going on every other team's radar.

 

Exactly.

 

This does nothing to solve the actual problems in certain problem countries. Total cash savings on the owners part, nothing to do with hekping eliminate fraud.

*sigh* this is terrible. I'd love to hear from Theo, get his thoughts on how it effects their strategy going forward. WTF can we do? This is going to kill highchool talent coming into the draft for the next 5 years not to mention overall talent going to other sports.Selig is smoking some serious crack if he thinks this is going to effect the level of talent availible in the draft.

 

When does the international cap go into effect. I'm glad it doesn't effect the older players like Cespedes or Darvish but damned this is gonna kill player development on an International level as well. Are we really going to shell out millions on a Dominican training complex to develope players for other teams? That seems like a total waste of money now.

Well, the positive spin I'm going to try to put on this is that rule changes means it will take time for teams to find optimal strategies, and that our management team will probably be among the first to get there.

It's unfair to tell teams to use (not pocket) revenue-sharing $, then prevent them from using it to build thru draft. More Pat Meares deals?

 

Not sure I'm following him there.

 

Small market teams get money from Yankees and Red Sox and they are forced to spend it, but this system won't allow them to spend it wisely, on their system.

 

How so, though? They still have to spend it on players.

 

Yeah, they're now spending it on crappy major league players instead of being able to spend it on potential superstar amateurs. This was a total money grab by the owners and current players without any foresight into the future health of the game as a whole or individual franchises.

These rules are fantastic for big market teams who can maximize the advantage of their revenue streams by spending on Major League talent. These rules are absolutely terrible for teams who cannot afford to build teams by paying the market rate for those same players.

 

Congratulations, Major League Baseball, you just screwed every team that doesn’t have the capability of running out a $100+ million payroll, and you just made winning a lot more about Major League payroll size than anything else. In the name of cost reduction, you just made it even less likely that teams like Tampa Bay or Oakland will be able to build long term winners. This agreement will set competitive balance back significantly, and now the best hope is that the damage is so obvious that these changes get repealed as quickly as possible.

Because it's a development complex designed to get in good with players before they sign, perhaps contributing to development and helping determine if they're worth signing or not. But since you can't pay all of them all the money it might require, plus the fact they now have to register, it really takes away a whole lot of the incentive to do it in the first place.

isn't the purpose of an academy to teach? My idea of how it's been done in the past is you recruit players you think are good place them in your academy and then teach them the game until they reach a stage in their development where they are ready to be signed into pro ball. since there is a cap now we'd only be able to sign a small amount of the players we develope there. Maybe I'm looking at it the wrong way?

Because it gives you the best chance of signing them when they turn 16, and the first look at which ones you want to sign.

A lot of times, it's kind of like hiding players from others. Teams with bigtime academies would train players there, develop the relationship and sign them on July 2nd, not really letting them test the market. Now, if the rules were going to be the same, having the big complex would have entices guys to see what we're all about. Instead, the rules are going to change on their end down there as well. Those guys and their agents are going to be scouring every single team milking them for as much as they can now, which is still much less than what they would have receeived previously.

Couldn't you conceivably draft a bunch of guys with some of your higher picks that you know won't sign for slot and then use your "pool" money to over slot guys in the later rounds? do you not technically go over slot until you have signed players? or till you have expended your "pool"? Seems like the system is open to some loopholes. Or at least it seems hella confusing.
