It's not relevant. There's some language about the players needing to debut with the same team. Since Busch debuted with the Dodgers, he isn't eligible.

It's the incentive for starting a player on the Major League roster rather than waiting to manipulate the service time.  If certain criteria are met, the team gets an extra draft pick

They just flashed a graphic showing his BABIP is down .150 points from this point last year.
