By the rule, you can’t throw all your weight on the QB and drive him to the ground. But you also can’t initiate head-to-head contact on the QB even if he is a runner. Both should have been called.

He's making Fields play like Bagent, it doesn't make sense. You can occasionally go down the field, not everything needs be a quick out.
