I'm just a dude behind a computer but if Alzolay is out, I'm either trying to get Taillon to make it through 7, or Merryweather is pitching 2 after a relatively short 1st inning

Maybe. But I feel like this is a bit of hindsight. If Ross leaves Taillon in and he gives up a couple runs it’s “why let the guy with a 5.5 ERA go the third time through the order”.

It’s a mediocre bullpen where the best pitcher is clearly dealing with a dead arm backing up a terrible starting pitcher. We’ve given up 1 run in 8 innings. Yes, garbage. 
 

(they should have traded for like 5 pen guys)

Taillon was dealing, have to give him the benefit of the doubt even if he has been awful this year. We continually trotted Smyly out there game after game, but can't let Taillon pitch an extra inning?

well yeah, a) taking taillon out b) taking merryweather out after 13 dominating pitches and c) going with cuas in a 0-0 game are all questionable/terrible decisions, but the offense doing nothing in the last 24 hours is the bigger problem.

I think the biggest thing is he's put much more faith in Cuas that most of us think he should.  He's treating him like a trusted high leverage reliever

Yes, but I believe the umpire can advance/recall the runners at their discretion because these plays often end weirdly, with runners either continuing to run or stopping before they need to.

But my recollection is hazy on this.

I don’t think he has much of a choice, but yeah, nothing about cuas has justified how quickly he’s gotten into the circle of trust

He does have a choice.  He can try to get a 7th inning out of Taillon, he could try to get a 2nd inning out of Merryweather.
