I doubt the plan is to start Javy at Iowa next year if he's called up Sep 1, so I think you might as well call him up now if you're going to at all. Getting him more big league exposure is more important than draft positioning. It's been said before, but I don't think Javy's first few hundred MLB plate appearances will positively affect the win total anyway, but if he does somehow hit well after a promotion, Jaxon can continue to lead the tanking.
