strikes me as a bit odd to put him in the pen now, unless they have little expectation of him being a starter next year. He's already 27, will be 28 in the spring. He's at 110 innings this year after hitting 170 last year.

He's at the point now where he can be promoted any time for the rest of the year and not reach his 3rd year of service time, so there's lots of things that are possible. Arrieta to the pen, Rusin to the pen, 6 man rotation, etc.
