i don't think it's a coincidence that cuban players have started defecting in droves right when cuban ballplayers start getting tens of millions on the open market without ever having seen a major league pitch. a fine example of market incentive to rub in castro's eye.

Yeah, it may be persception but it seems to me almost anybody can come over from Cuba and get a ton of money since they are the only unregulated group.

Players from Cuba are essentially the only players that do fit those cutoffs. You aren't getting 26 year old Dominicans randomly popping up on the multi million dollar radar.

Ben Badler had him rated the 8th best Cuban still in the country back in August. He is subject to the IFA bonus pools so the Cubs won't be able to get him before 7/2/15.
