That was brilliant if the punter doesn't throw the ball 3 yards short. I'll assume that he made the throw in practice pretty regularly or they wouldn't have run it.

Absolutely. I definitely wouldn't call it dumb. In fact, I'd call the Bears dumb there. Most high school QB's can make that throw.
