I have a hard time with some of these legal terms (especially when differences in dialects may be muddying it up for me too) but it literally means what he said but it's just wrong to try to translate statements like that literally (especially through google translate like he did) and take the words to have the same connotative meaning they would in English (particularly the "to be brought to justice" thing). The same police spokesperson subsequently tweeted that Starlin was freed from prosecution.

Brett says someone told him that was false. I'm just guessing, but I think there might have been another translation mistake and it might have just been saying there were some cops at the Castro house.
