10.288 - Zack Godley, RHP, Tennessee - Pool Amount: $139,000, Actual Bonus: $35,000

[expletive], this post is awesome. Thanks, Raisin.

What is the 2013 Bonus Pool Spending number? Is that what we're on pace to spend for the year if the rest of the picks sign for slot (which we don't expect to happen)? Just wondering if we really are at risk of going over the 5% allowed overage and thus losing a pick next year.

The signing pool is $10,556,500, $11,084,325 with the overage.

The 2013 bonus pool is $10,556,500; with the 5% overage, it's $11,084,325. If Bryant, Garner and Wilson sign for slot, the Cubs will be $241,700 over the actual signing pool but still $286,125 under the 5% overage so they would avoid forfeiting their 2014 first rounder.

If the rumors are true that they've agreed to terms with overslots like Clifton and Alamo, someone between Bryant, Garner and Wilson will take a discount (or, more likely, all three of them will).

I get it. Interesting that pushing Bryant et al to the signing deadline AND signing some overslot guys early actually gives us leverage to ask for under slot later.

If Bryant chose not to sign, the Cubs would either be in penalty and lose next year's pick, or else they'd need to get under by recouping that $67K excess via Garner and Wilson. Or else have it such that Skulina is not actually signed, formally, so that they aren't so far over.

i can't imagine that they're silly enough that they'd risk losing a first round pick next year or not signing bryant. if push came to shove and money is tight (and bryant refuses to go under slot), i assume they'd just not sign garner or wilson. makes way more sense to do that than to just throw away a first round pick.

We would lose the bonus percentage off their slot amounts however and don't get to use the money slotted to them to sign Bryant. I'm hoping we have everything figured out and Bryant is taking some time off like ABTY mentioned at PSD.

If push comes to shove, we just won't make the signing of Skulina official and we're fine.

Raisin, or anyone who might know, who are some of the best players drafted in 2013 who likely won't sign with their teams?

Probably the best guys who won't sign fell past round 10. Teams are getting good at gauging kids' price tags and more successful at signing their top 10 rounds picks as they get used to the new CBA.

Best guys who have a strong chance of making it to college are probably:

LHP Matt Krook (Florida's supplemental first rounder, Oregon commit) - you have to think he signs since Miami used a first rounder on him

RHP Connor Jones (San Diego 21st rounder, Virginia commit)

OF Ryan Boldt (Boston 22nd rounder, Nebraska commit)

RHP Kyle Serrano (Colorado 29th rounder, Tennessee commit)

RHP Cal Quantrill (Yankees' 26th rounder, Stanford commit)

2B Cavan Biggio (Philadelphia's 29th rounder, Notre Dame commit)

RHP Chandler Eden (Miami's 36th rounder, Oregon State commit)

RHP Jordan Sheffield (Boston's 13th rounder, Vanderbilt commit)

RHP Will Crowe (Cleveland's 31st rounder, South Carolina commit)

RHP Matt Vogel (Arizona's 36th rounder, South Carolina commit)

C Chris Okey (San Diego 31st rounder, Clemson commit)

RHP Brett Morales (Cincinnati's 24th rounder, Florida commit)

C Jeremy Martinez (Cubs' 37th rounder, USC commit)

RHP Steve Farinaro (St Louis' 11th rounder, UCLA commit)

Karsten Whitson (Washington's 37th rounder) will probably go back for his redshirt junior year at Florida to rebuild his draft stock and there appears to be a good chance AJ Vanegas (Oakland's 19th rounder) goes back to Stanford for his senior year.

so everybody from the top 13 is signed except for bryant? (and maybe skulina - not finalized yet?)

Clifton isn't official and won't be until Bryant signs (so they can ensure they have enough $$ for him).

Am I allowed to be slightly annoyed that Bryant hasn't signed yet?

I guess. Mainly because we don't get to see him play yet (er, follow box scores of him playing).

I wouldn't be even a little worried that he won't sign, if that's what you're getting at.

what's the deal with what happens if he does not sign again?

There are people better equipped to answer this than I am, but they forfeit his bonus slot (I'm not fully sure how that impacts the other signings/overslots this year) and then next year they would get the #3 pick (I think) in addition to their existing pick.

We lose Skulina and Clifton in addition to Bryant is the net effect.

They might still be able to swing Skulina with a lower offer.

(And David, everything you said was right.)

BA now has Wilson and Garner dollars, both underslot by enough to get out from penalty. Essentially using the BA numbers, picks 2-10 are all signed.

Even with the reported Skulina money, they are within the 5% overage for selections 2-10, and would NOT be in penalty now, even if Bryant did not sign. So there is no longer any reason to be holding Skulina back. If his deal isn't going through, then there is something else going on unrelated to penalty or to Bryant not having signed yet. But Boras does not have penalty leverage now; the Cubs do not NEED Bryant to sign in order to escape penalty.

Once Bryant signs, that will free up cash for Clifton and whomever else they may pay overslot to in the 11-40 rounds. If Bryant signs at $6.25, they'd have about $800K to play with. (Clifton asked for $800, so even if they give him all of that, he'd absorb $700K in overslot.) If Bryant signs at $6.0, the Cubs would have over a million for Clifton plus. If Bryant came in at $5.6, there would still be $1400K to use on Clifton plus.

BA shows Skulina as signed. They are usually a day or two slow. Has the signing not been made official?

I've not received notification from the cubs on Skulina, but have heard from them about every other signing of a 15th rounder or above.

Skulina just posted on twitter, with a picture of him signing, that it's finally official.
