That looked like an obvious balk to me. I don't understand the complaining.

 

BK Kim did things twice as worse several times and didn't get a balk called.

No way it's called unless Hargrove complained. It was 2nd and 3rd, he's not deceiving the runner or getting an advantage.

 

yea that one was gonna pry be called no matter what cuz of it being blatantly obvious....had nothing to do with his move though

Is that run earned for Rich, or is a balk kinda like an error?

I'd guess a balk would be earned

An earned run shall be charged every time a runner reaches home base by the aid of safe hits, sacrifice bunts, a sacrifice fly, stolen bases, putouts, fielder's choices, bases on balls, hit batters, balks or wild pitches (including a wild pitch on third strike which permits a batter to reach first base) before fielding chances have been offered to put out the offensive team.

What he did is the only time I ever see an a balk called. It was the right call, and had nothing to do with Hargrove. Most umps would call that.
