Honestly, I would say the former.

 

I can remember him having like two dominant innings to start a game and thinking "wow, maybe he's turning the corner" only to watch everything quickly unravel.

 

And that is consistent with the fact that he seems to be a headcase.

You can definitely tell he's *really* bad from the start, not sure about the good because he might succumb to "one bad inning."
