I think it is not realistic to not worry about LA nor NY. I know their payrolls are high, but they always find a way around it. Yes, Boston could be in on this too. But to me, the Cubs have a fair chance as long as they are competitive. And I think they will be.

No reason is a bit of an exaggeration.  The same thing happened to him that happened to the rest of the Cubs around this time, just to a much larger degree.  Pitching changed immensely in the 2016-2018 time frame and the hitters the Cubs had were extremely susceptible to that change and none of them were ever as good again.  Heyward was just the one who suffered the most.

Is Boston really that much of a concern, isn't their GM, Breshlow, cut from same the cloth as Hoyer?

Sure, but their owners have a proclivity to actually use the spending power they have.

Do they?  They haven't run a huge payroll since Dombrowski left, they chickened out of paying Mookie Betts, and they more or less reneged on paying Devers at the first opportunity.
