Because it was a little looping one hopper to second base that could have been caught on the fly. Tough to tell if it would be caught or not(granted it ended up bouncing). Jones did the right thing. He's on second with no outs and the game is tied.

 

There's one out (now two) with Blanco coming up.

 

Now, but when the play happened there were no outs.

I have no idea where this is going. When the play occurred there was no outs in the inning.

 

They wanted to bunt him to third, but that failed. Cedeno ended up having to swing away and hit it to second base. It was a hit that was hard to tell if it would be caught on the fly or not.

 

With no outs in that situation...it is best to play it safe and get back to second base since it was hard to tell if the ball would be caught on a fly.

 

Now, the Cubs inability to drive in a run with a runner on second with no outs is a different story.
