I'm not getting what the point here is supposed to be. Yes, the Packers' penalties helped the Bears win, but they were all warranted penalties. Bears had a couple of big penalties too, including the Melton late-hit on Rodgers on the TD-drive as people have already pointed out. The Packers had chances to pick Cutler in the 2nd half but either dropped the ball, roughed the passer, or committed pass interference. They probably moved the ball better than the Bears, but you can't really say they played a better game, as limiting penalties is a big part of playing a "good game". Make sense?
