BA shows Skulina as signed. They are usually a day or two slow. Has the signing not been made official?

I've not received notification from the cubs on Skulina, but have heard from them about every other signing of a 15th rounder or above.

 

Skulina just posted on twitter, with a picture of him signing, that it's finally official.

Wonder why would he let Appel sign for such a low amount so early.

Guessing because Appel wanted to?? He knows if he signed early and was able to get into their program sooner the chances of him being able to come up next year at some point increase quite a bit.

Cubs have all the leverage

 

Yep. To further spell it out, from the Cubs perspective, both Appel and Gray signed below slot. The rest of the Cubs bonus pool is spoken for and under the penalty threshold, so the only other draftees they risk by not signing Bryant are Clifton and maybe another High Schooler they drafted late. If Bryant doesn't sign they'll draft at the top of a draft next year that's considered to be better. Bryant had a historically good season, which combined with the stronger class next year, makes it unlikely he gets picked and offered an amount greater than the Cubs are giving him now.

 

Boras is just trying to throw a fit to get the last penny for Bryant, he'll sign and it'll be Cubs-friendly.

Raisin, or anyone who might know, who are some of the best players drafted in 2013 who likely won't sign with their teams?

 

Probably the best guys who won't sign fell past round 10. Teams are getting good at gauging kids' price tags and more successful at signing their top 10 rounds picks as they get used to the new CBA.

 

Best guys who have a strong chance of making it to college are probably:

 

LHP Matt Krook (Florida's supplemental first rounder, Oregon commit) - you have to think he signs since Miami used a first rounder on him

RHP Connor Jones (San Diego 21st rounder, Virginia commit)

OF Ryan Boldt (Boston 22nd rounder, Nebraska commit)

RHP Kyle Serrano (Colorado 29th rounder, Tennessee commit)

RHP Cal Quantrill (Yankees' 26th rounder, Stanford commit)

2B Cavan Biggio (Philadelphia's 29th rounder, Notre Dame commit)

RHP Chandler Eden (Miami's 36th rounder, Oregon State commit)

RHP Jordan Sheffield (Boston's 13th rounder, Vanderbilt commit)

RHP Will Crowe (Cleveland's 31st rounder, South Carolina commit)

RHP Matt Vogel (Arizona's 36th rounder, South Carolina commit)

C Chris Okey (San Diego 31st rounder, Clemson commit)

RHP Brett Morales (Cincinnati's 24th rounder, Florida commit)

Karsten Whitson (Washington's 37th rounder) will probably go back for his redshirt junior year at Florida to rebuild his draft stock and there appears to be a good chance AJ Vanegas (Oakland's 19th rounder) goes back to Stanford for his senior year.

 

Apparently Matt Krook is going to Oregon. Wonder if the Marlins intentionally drafted a tough sign to save money.

 

And damn it, Steve Farinaro signs with the Cardinals for a well over slot $750,000 bonus.

CHICAGO – The Chicago Cubs today signed their fourth-round selection from the 2013 First-Year Player Draft, right-handed pitcher Tyler Skulina from Kent State University in Ohio. The Cubs have signed 18 players from this year’s draft, including four top-five picks, eight top-10 selections and 15 top-20 picks.

 

Skulina, 21, went 6-4 with a 3.36 ERA (35 ER/93.2 IP) in 15 games for the Golden Flashes this season, walking 34 and striking out 102, good for an average of 9.8 strikeouts per 9.0 innings pitched. A Second Team All-Mac selection for the second-straight year, he recorded 10 or more strikeouts three times and held the opposition to a .209 batting average (74-for-354) while surrendering just five home runs in 93.2 innings.

 

The 6-foot, 5-inch, 235-pound Skulina was named a 2013 Louisville Slugger Pre-Season Second Team All-American after going 11-3 with a 3.77 ERA in 18 starts in 2012. The righthander sat out the 2011 campaign after transferring to Kent State from the University of Virginia. He was selected by the Oakland Athletics in the 46th round of the 2010 draft, but did not sign.

Charcer Burks indicated about 20 mins ago that his signing is finally official. Bryant must be just about all done. Wonder if there's a deal arranged that since he was willing to take sub-slot, anyone who doesn't actually sign, he gets that overage back on his deal, so it will be a later signing.

Not really seeing the logic here. All reports have Bryant going pretty close to the deadline, Charcer Burks changes none of that.

Isn't Charcer getting well overslot, and isn't it kind of necessary to know what they have available post-Bryant before giving him that space?

Burks' bonus has been known for a while. They don't need Bryant to be able to make Burks or any of the other top 10 picks official without worry.

I thought that if they didn't end up signing him, and lost his slot value (plus the 5% overage that comes with his), they were going to miss out on somebody else.

Clifton, the 12th round high school arm, is the big one they appear to have agreed to(but not finalized) that they'd lose. Depending on Bryant's actual bonus(or if he signs at all), they could also miss out on the chance to throw money at a couple other high schoolers they took late.

With the insane flurry of moves yesterday, I can't help but think that there's one more guy that we need to get signed...

Although I'd rather see him start his professional career sooner rather than later, the deadline is 7/12 (next Friday) so there is still time.

Great, another week of missed at bats so Boras can attempt to justify his commission check.
