The bears have someone who can kick 75 yard field goals?

no one but the fumbling player can advance a fumble in the last 2 minutes of a half.

 

 

WHO came up with that stupid rule/ Why then can't we say only the person that stripped the ball can recover it? When did they come up with that rule?
