For those who disagreed with Gosselin's draft grades, he explains his methodology here.

 

He was asked why he gave the Cowboys a C. Here was his response and in it, he somewhat explains his other grades.

 

I grade drafts, not picks.

 

I had 349 players on my draft board and all were assigned point values prior to the draft. At the draft's conclusion, you add up the values and divide by the number of draft picks and get an average point value. The Cowboys were smack in the middle of the pack in point value. That’s a C in my book. I loved Sam Bradford with the first overall pick of the draft. I believe he will turn out to be a franchise quarterback. I also gave the Rams a C for their draft. I loved what the San Diego Chargers did to secure Ryan Mathews, whom I believed was the best running back in the draft, in the first round. I gave the Chargers a C. I loved where the Colts got Jerry Hughes in the first round and where the Steelers got Maurkice Pouncey. I gave Indianapolis and Pittsburgh C’s as well. Again, I grade drafts, not individual picks.

 

There’s nothing wrong with a C. The overwhelming majority of all drafts in NFL history have been average. So I start everyone off with a C. I don’t assume anyone is going to have a great draft, so I don’t start anyone off with an A. The idea I to hold onto your C. A C means you did what you were supposed to do. You got value for your picks. Do a little worse, you get a D. Do a little better, you get a B. The small handful of teams that hit the home runs on draft day get the As.

 

So, it appears that according to Gosselin, C's aren't really bad. Most teams would get a C since that is average.
