Because Lou judges the quality of relievers based on whether or not they walk guys. Howry is a strike throwing machine so Lou thinks he's good.

Let me preface this by saying that Wuertz should be brought back up ASAP.

 

But he was sent down in large part because he hadn't pitched well since the middle of May. At some points in there, he had some strange usage patterns, and at other points he didn't. But he was pretty bad for about a 40 day stretch and his last 15 appearances in the majors or so.
