From bleedcubbieblue:

To that regard, I have learned that the Cubs are working out Freddy Garcia in Mesa, to see if he's recovered well enough from his shoulder surgery a year ago to be useful.

Yeah, this ain't the Edmonds situation. Edmonds was signed in May. He was able to be thrown into a lineup that was dominating with several parts around him at the time and he would be just a role player. Garcia, if signed today, wouldn't see the rotation til after the AS break and I think it would mean Hendry would wait to see what he has rather than going after someone in a trade before the deadline 2 weeks later.

Sign him for AAA. Can't hurt.

I hear he wont sign a minor league deal. Hes going to wait until he's fully ready to go, and wait for someone to offer him a big league deal.

It shouldn't be the Cubs. The odds of him being good aren't any better than the odds of Marshall or Gallagher being good, and we have plenty of relievers.

Garcia might adopt to the Hendry plan along the lines of Miler and Dempster and start this season off as a reliever and try to go back to starting next offseason.

It would be nice to have him in AAA, though, in case the right deal for a Sabathia or Harden came along and required several young arms going back the other way. Garcia would be at least a tiny bit of insurance.

Then pass. No team, unless they are PITCHING STARVE to heck and back, will offer him a ML contract. And he certainly wouldn't pitch before August. So, if he won't take a minor league contract, then pass.

I would look into it, if only because it would be like another Jim Edmonds signing, but this time pissing off Sox fans instead of Cards fans. Assuming he gets his stuff and velocity back that is...

IF he would do a minor league contract, I might explore it. The problem is that he has waited so long to sign so that he could get a major league contract. Also, I think that signing Garcia might stop Hendry from going after Sabathia or Harden as hard as he could.

I don't see that especially if signing a minor league contract. He also won't get a major league contract from any team this time of the year.
