that a runner can steal on a foul tip. I'm positive as a catcher in high school that runners were not allowed to advance on foul tips.

That's an extremely alert baserunner, napping C/MI, or both.

 

He was running with the pitch.

 

He was only allowed to stay on 2nd because the foul tip went directly into the glove, which counts as a strike. If it hit the dirt, or was bobbled, it would have been a foul ball. It's the same for striking out on a foul tip.

I didn't know this either. Thats interesting.
