Walk changed jerseys between innings and for some reason ended up in the dreaded 13

This is an example of why I think Rothschild stinks. Now, maybe he requested the bullpen get ready at the start of the inning and Baker nixed it, but based off of the fifth inning, why wasn't the bullpen started at the end of the fifth?
