It's certainly a factor, plus if you go compare xERA, FIP or xFIP, Cade isn't nearly as dominant.  Like, there's no way anyone expects Horton to go out and throw a CG in a playoff game right now and Arrieta doing that in 2015 was awesome but not a huge surprise.

Yeah what Cade's doing isn't particularly close to what Arrieta did.  Which that's totally fine, that's about as high a bar as you can find, but let's be real.

ip =/= dominance, yes... but doing the same thing in terms of rate stats over more innings is more impressive. I think we all recognize that Cade, if he pitched the same number of innings as Jake, would tire and see worse results

Personally i think he should win but i wont be upset if he loses since we get that extra year.

Drake Baldwin had been very good this year and is a catcher. He should win if it isnt Cade. Both have strong cases

Put another way, Arrieta continued to dominate lineups the third and fourth time through. In all likelihood, Horton would have been at least somewhat more vulnerable had he been allowed to face lineups a third time. 

ETA: lineups didn't get a chance to face him the fourth time very often. Even in 7-8 innings.
