Aside from the GM being crappy at his job, one thing that has held the Saints back is Brees still being one of the top QB's in the league. There are few things worse in the NFL than being mediocre because you aren't making the playoffs yet you aren't able to get a super stud in the draft. Brees has been good enough the past few years to almost single-handedly make terrible teams into mediocre ones.
