Who is amassing better talent so far through their rebuilds? Atlanta or Philadelphia?

Definitely Atlanta, though the Phillies got quite a nice haul for Giles.

 

And unlike Philly, Atlanta didn't wait 2-3 years too long to start.

Atlanta's pitching is going to be insane. They stole Allard in last year's draft and if it's true that they have a hand shake deal with Kevin Maitan next year, they're on their way to a monster farm.
