Out of curiosity, how do they determine if a DH is used in the minors? Does it depend on the home team? If one team chooses to have the pitcher bat, can the other use a DH?

Isn't there always a DH when an AL team is involved, regardless if it's home or away? I vaguely recall that being the situation when I was working for the Bay Bears, though I'm not 100% on that
