I keep wondering if there isn't a team under the radar (Dodgers, I'm looking at you) who aren't waiting to surprise everyone by blowing their budget by a ton and signing all the players.

Probably not, though, because these deals are all basically done in advance. I'm assuming anyone the Cubs are "heavily tied to" has essentially already agreed to terms and is just waiting for tomorrow to sign.

Your second paragraph is correct. These are pre-arranged deals.

Also, the Dodgers have been linked to some big bonuses too. In fact, Kiley McDaniel said the Dodgers are going to sign a guy for 7 figures that a couple of teams told him they wouldn't give $100,00 for.

I was wondering if Torrealba showed up in the new scouting reports he posted. He's evidently got 70 up now, with predictions.

Nope, Torrealba wasn't amongst the other 40 guys in his story and there were no additional players linked to the Cubs.

I hope that's the case.

@kileymcd: Just like that I'm told Marlins were one of a few teams on Steve Clevenger. MIA-CHC trade w/Int'l pool money involved makes tons of sense.

@kileymcd: And the weird timing/wording of the initial Clevenger report makes a lot more sense if its a deal that can't happen for three more hours.

@kileymcd: Worth noting Cubs signed a Dominican RHP a few weeks back named Joan Baez. Recent top notch names include Burt Reynolds & Jean Carlos Batman

@JesseSanchezMLB: SS Gleyber Torres (VZ), #3 on http://MLB.com Top 30 int'l prospects list, expected to make announcement at presser in Caracas today.

A few top 30 signings have trickled in for the Red Sox, Rockies and Rangers. No one in any of the top 10 rankings, though.

Jimenez (and some other big names) aren't expected to sign today as a few teams scramble for more spending money.

Cubs sign RHP Jefferson Mejia for 850k

Ben Badler[/url]"]The Cubs have signed Dominican righthander Jefferson Mejia for $850,000.

Mejia, 18, would have been eligible to sign last year, but Major League Baseball had an issue with his paperwork and declared him ineligible to sign until April. However, with teams mostly out of space remaining from their $2.9 million bonus pools from the 2012-13 signing period, it’s not surprising that Mejia waited until the beginning of the 2013-14 signing period to officially sign his contract. Mejia is now using an Aug. 2, 1994 date of birth.

Mejia was 6-foot-7, 190 pounds last year and was sitting in the high-80s fastball at the time, but now he’s listed at 220 pounds (although that might be a light estimate) and his fastball has jumped along with the increase in weight. While he was ineligible to sign, Mejia pitched at the Rays’ Dominican academy in January in the International Prospect League all-star game, where he showed a 90-93 mph fastball, a swing-and-miss changeup along with a solid curveball in the mid-70s. His athleticism also improved along with his strength, which helped him get in better sync with his delivery.

Unlike other July 2 signings, who sign contracts for the the 2014 season, Mejia can begin playing immediately. However, given the problems he had with his MLB investigation last year, there’s no way to guarantee he will be approved in time to pitch this season.

Hopefully Mejia won't have the visa issues Paniagua has had.

Torres ($1.7 million) + Mejia ($850,000) = $2,550,000. Including the 5% overage, the Cubs have $2,235,060 to spend.

What's the highest bonus that doesn't count against that? $50 or $100K?

You get six free $50ks and all $10ks and lower are free.

Man, that seems low. I would think some lawyer would have a field day with this rule even with the anti trust exemption in place.
