Dwayne (Greensburg, PA): Hi Jim, thanks for the chat. I thought that I had read after the CBA was finalized that MLB was going to distribute 12 extra draft picks in the first and second round to 10 teams that have the lowest revenues & worst records. Is this going to happen, or did I misread this.

Jim Callis: You read it correctly, but the competitive-balance picks (which can be traded) won't come into play until 2013, when the free-agent comp picks will be overhauled. There will be six competitive-balance picks in the supplemental first round, and six more in the supplemental second.

Forgot about this. So does that we mean we get a free pick just for sucking?

are they giving 6 to the 6 worst records and 6 to the 6 lowest revenues? Or do you need to have a combination of bad record and low record?

Cubs will not be eligible. You have to be one of the bottom-10 teams in either revenue or market size to be in the competitive balance lottery. Then, once you are in, your odds are weighted by record.

So are they doing their best to drive down revenue this year?

I don't think it's possible to get it down to THAT area is it? The other key to sucking this season, along with the high draft pick, is the higher IFA budget next year. Teams will be given between 1.7 and 4.8 mill next year, so having that much of an advantage over teams like Texas, Toronto, and a few other good teams that spend heavily down there will be a bigtime deal. Plus, you can start trading the money around for IFA next year as well, to the point where you can add up to half of your current budget. So, my guess is we'll see a few deals that add to whatever our total winds up being.

PerfectGame chat question was to make an early guess about who's standing out for the top of 2013, and that Meadows HS OF'er was the answer.

sweet, let's just not sign our first rounder this year and get two next year in what will actually be a good draft.

NEW MARKET INEFFICIENCY

@Kevin_Goldstein: Here's a quick (and FREE) mini-mock 2012 draft, based on what I know right now about Monday's Top Ten picks: http://t.co/rJ8oh3t8

Here's a little mock Top 10 from Goldstein in which the Cubs get Zunino.

Now I'm going to go ahead and ask this, although I'm sure it's been covered many times: can we still over slot this year, or was last year the last chance? We have 2 supplementals in addition to #7, so this could be incredibly fun if we can.

Did he seriously just ask if we can still overslot? He has been on this forum more time than seemingly anyone. WTF MAN

THIS JUST HAS TO BE TROLLING

Good lord, as the guy who's probably talked ad nauseum about how to overslot and whether we should more than anyone here, I guess I'll just say this: [expletive] it, spend the [expletive] away!!!!!!!

Jonathan Crawford just threw a 99-pitch no-hitter for Florida in the first game of their regional. I really like him a lot - way more than Karsten Whitson who gets all the publicity amongst potential 2013 draftees on the Gators.

Dump 2012 MLB season, get #1 pick. Be conservative in 2012 draft.

Spend like crazy in 2012-2013 offseason to make run in 2013 season. spend like crazy in 2013 draft since there is no first round pick to lose anyway (already lost in compensation for FA!). Spend like crazy in 2013 IFA since budget will be much lower in 2014 due to higher # of 2013 wins.

2014: begin to reap benefits of spending!

On a more serious note...

What's to prevent a club like the Cubs from overslotting like heck, losing the first round picks, but directing players to say they won't sign for slot in the first. So we lose our first round pick every year, who cares as long as we can get first round talents as overslots in later rounds?

Glad to see I have Kiley McDaniel on the Crawford bandwagon:

"@keithlaw: No, but @kileymcd did and would say 'yes' RT P@bth0025: @keithlaw Have you seen Florida's Jonathan Crawford? Possible early pick for 2013?"

"@kileymcd: .@bth0025 re: Jonathon Crawford up to 97 every time I've seen him with knockout slider at times. Top 15 talent."

Nothing. Other than the ever so vague "discipline from the commishes office"......

Ryne Stanek dominating Rice. Topped out at 98.

Carlos Rodon, an early favorite for 1-1 in 2014, has also been brilliant against Vanderbilt. He went 6.2 and hit 94 on his last pitch.

mildly annoyed that there isn't a strasburg or harper in this draft, given how bad the cubs look.

It's still very good. Between Bryant, Stanek, Crawford, Wilson, Whitson, Moran, and some others i'm probably forgetting, along with the typical breakout guys, there's more than enough guys that could turn into consensus top guys. And that's just college. I've heard Meadows (HS OF'er) as a potential 1-1, and have heard good things about some catcher (name escapes me).

The catcher is probably Jeremy Martinez from southern California.

FYI, Whitson was hitting low 90s out of the pen yesterday for Florida, so maybe he's turning a corner velocity-wise.

yeah but i'm talking a guy who was a standout #1 overall pick before his draft-eligible season. i'm sure there's plenty of talent; it would just be exciting to look forward to drafting a generational talent (oh wait we did that with prior and he broke)

If we are able to grab a college arm that would move fast the rotation could be fixed iin an offseason.

2014:

Hamels

Garza

Shark

Stanek*

Wood / numerous others

that is a mighty fine rotation.

There was a video snippet where Jonathon Mayo talked about the 2013 draft for a couple minutes. He was asked if Stanek were eligible this year, would he be the first pitcher taken this year. He replied that he would put him in the second tier of pitchers with Wacha. Don't agree, but that was kind of a debbie downer moment.

On the other hand, i've seen Aaron Fitt of BA say he looks like an early contender for #1.
