According to Joel Sherman, via MLBTR. Another rumor is the bottom of Type A's could be looked at as well. There could also be a spending limit on the top 10 rounds. At any rate, all of this would suck bigtime, because it could keep us from revamping the system quicklly. Not to mention the potential compensation loss from Aramis and Pena.

I guess it makes sense, that if you are going to level the playing field in the amateur draft, you shouldn't penalize the big-market teams for free agent spending.

 

In the grand scheme of things will this really have a big impact with the Cubs this year? Yes, they may lose a sandwich pick for Aramis, but won't their second pick in the draft actually be earlier?

 

This also makes the decision on whether to offer arb to Pena easier.

The Mets GM saying it should stay the same doesn't really mean it is going to stay the same. Of course he wants it to stay the same, since he's losing guys and can't sign anybody.

A hard cap AND floor is going to be institutuded for IFA, according to a tweet from Melissa Segura. It had better be a humongous cap, or else Theo's advantages are going to take a major hit.

how could there be a floor for IFA? You are going to force teams to sign foreign players?

I'm honestly trying to figure out who benefits from this. I know Selig's been pushing really hard for this, which indicates there's some support for regulation by the owners. But, which ones?

 

Large market teams aren't going to like this. Small market teams seem like they would favor some limits, but as was discussed earlier, the Pirates, Royals and Rays have been among the biggest draft spenders (and the most will to go well overslot).

 

This really seems to only level the playing field for bad (stupid) owners of small market teams. So, Jeff Loria and...? This is not good for baseball. Why aren't we working on refining our practices in international scouting instead? We're talking human rights violations at worst and questionable ethics at best.

Well, if you have 3-5 big market teams that spend big out there, and 2-4 small market teams that try and exploit the advantage of cheap international labor, that leaves 21-25 teams who would conceivably benefit and prefer a situation where costs are held down.

The White Sox will love it since they've spent $62 on the amateur draft the last 2 years.

Good. The longer this thing drug out, the more likely this would happen. But as far as IFA caps and floors, it makes zero sense. Some teams don't spend over there. And unless the cap is immense, how do you account for guys like Cespedes or even Soler? Do they just make less money now, because a team probably has to blow their entire budget on them? I'm really hoping this winds up a non issue, but something tells me we're not going to like this at all.

I sure hope the cap/floor is only for amateurs. It makes no sense to try and limit how much Cuban and Japanese vets will get.

 

Of course the whole concept of capping amateur costs doesn't make sense.

According to Heyman, there won't be a hard cap on draft spending. But there will be recommended slots and teams that go WAY over will be paying luxury taxes. I guess we need to see the whole thing before jumping to conclusions, but my first thought is this could actually HELP us. Because it'll be the Royals and Pirates and other small market teams that start to get iffy about paying luxury taxes, not a major market team.

It sucks to put it mildly. Teams that spend the money and time scouting and developing International talent should be allowed to sign that talent. Whats the point in pouring money into building a Dominican academy when we wont be able to sign the talent we develop there. We'd basically be developing talent for other teams. I'm anxious to see the details of an international floor/cap but it sounds like it could be a huge roadblock to our international efforts.

Hell, I think it's stupid for the opposite reason as well. If a team doesn't want to spend money on signing international free agents, why should they be forced to? Just because some teams think it's the right way to do things, truly doesn't even mean it is. If a team wants to put their money elsewhere, they should be able to do so.

Dan Knobbler of cbssports tweeted that teams can lose future picks by going over recommended slots. I hope like hell it's either wrong info, or picks that aren't necessarily all that high.

Kendall Rogers (Perfect Game USA) says his sources are saying the draft signing deadline might be moved up to around July 15th with the new CBA.

I guess that pretty much guarantees a little playing time for the signees in the draft year. That's not a bad thing, I guess.

No more Elias rankings after this year. Relievers with Type A status will NOT cost a team a draft pick THIS year, excluding Papelbon, who was signed beforehand. Draft picks will be given out in the future to teams who extend a qualifying offer of at least 12 mill to a player. That sucks if we don't keep Marshall, we won't receive anything for him after the season. Maybe it makes it more likely he's dealt? Byrd won't ever net us a pick either. Dempster and Zambrano conceivably could, but both would really need to pitch well, for them to decide against taking an arb offer from us.

I agree with the thinking, but isn't $12M an arbitrary number in itself?

The minimum salary for major leaguers will go from 414,000 to 480,000 next year and 500,000 in future years. Small market teams probably won't be liking that either.
