10:23am: There will be Type B free agents this offseason, clarifies Sherman in a tweet.

 

WEDNESDAY, 8:33am: Lesser Type As such as Kelly Johnson, Octavio Dotel, and Takashi Saito will be made Type Bs in the new CBA, tweets Sherman. The players' teams will still get compensation, but the players' markets will not be hurt by the cost of a draft pick. Sherman talked yesterday about Type B compensation being eliminated, but I am guessing that would go into effect for the 2012-13 offseason. By the way, Ken Rosenthal of FOX Sports tweets that the Brewers have already agreed not to offer arbitration to Saito.

 

Sherman says the new CBA will be for five years, and could be announced as early as Friday. A hard cap and floor for international signings will be included, tweets SI's Melissa Segura.

It would be stupid under that scenario, between losing the DF&Es a few years back and this, the draft is becoming worse and worse for teams to fully utilize advantages of their scouts, the better drafting teams get screwed more. It goes hand and hand with all the increases in travel ball, collegiate summer leagues, etc as far as scouting, now signability plays a much greater role as important as it is today.

 

Any draft cap will put an emphasis on more college players in rounds 3-11, teams won't be able to buy HS kids out of their education and college juniors typically only have "slot leverage" unless they want to wait till they're 22 and willing to be drafted after their senior season.

 

I'm torn as to how it plays with drafting of HS players, 90% of the top picks really have bought into the college life, despite their development as a player not the same priority as coming up thru the farm is. If you're a parent of a HS arm and you're selected 20th overall, is it worth it to go to school to try and move up 10 slots knowing it might only be worth 200K more if it all works out?

Several GMs are livid over the restraints on draft spending, according to Ken Rosenthal of FOX Sports. Rosenthal also points out that commissioner Bud Selig, Rob Manfred of MLB and union leader Michael Weiner deserve credit for coming to an agreement peacefully.

 

There won't be hard caps for draft choices under the new CBA, according to Jon Heyman of SI.com (on Twitter). However, there will be recommended bonuses and tax implications for teams that go way over the suggested limits.

If it's just a tax I'm alright with that I guess, but there was some talk that there would be a tax the first year and then you'd lose your first pick on the next offense. I'd also be interested in seeing what they consider "way over". Also very nervous about the international floor/ceiling on international signings. Not much of a point in building an academy in the Dominican if we aren't allowed to sign the guys we develop there. This CBA could be a terrible hindrance for the Cubs player development efforts going forward. I guess we'll see when the details come out.
