It's intentional; he's primarily a sinker/change pitcher. When he came over from the Yankees, he reportedly could throw in the low 90s without much trouble, but he'd lose a lot of movement.

i live in louisville so i get the reds game on fsn and their announcers are pissed about phillips swingin at the first pitch. "With a new pitcher in the game, you gotta wonder cowboy, where is the gameplan?" LOL

Does Z throw a change? I think if he had an offpseed pitch that moved in on righties he would be that much better because it would be very difficult to differentiate that from his sinker.
