What the heck is McCarver talking about? 1b unoccupied? Wasn't Theriot on with a BB?

you cant throw to first base if the fielder is not covering the bag

He was balked over to 2nd.

 

But he was talking about the balk itself saying a balk may have been called even if there was a throw to 1b.
