Pretty much. You aren't allowed to put someone who converted from a reliever into a starter in a relief spot and vice versa.

you can't have a SP as your RP even if he's eligible there and vice versa.

 

for instance, if joba's starting, you can have him as a SP only. if he's relieving, you can have him as a RP only.

Cueto is a solid pick, I was thinking of him before the run on closers.

I'm shocked and thrilled that I was able to get him with the 47th pick. I didn't want to release him in the first place, and no one wanted to offer up anything for him with only 1 exemption used up. He might be a keeper for me next offseason.
