Nope. My neighbor decided to get a pair of small dogs and leave them in a pen outside the house. Rather than put them in the middle of the yard, the pen was put as close to the property line and our bedroom window as possible. They bark all day and nobody ever has enough consideration to think that others may actually was to sleep. It's very annoying.
