If you are trying to lure the D-line in (on the first play) and they know you're trying to lure them in (as shown by the fact that it was one of the only plays they weren't moving AT ALL), and you have Barber in the backfield, why not just run the play instead of wasting 2 time outs? Also, if you ARE going for it on 4th and short, why not run Barber back out there instead of Forte? It's not like they were fooling anyone either time.
