Yes. He could have stopped and forced a throw to second if he had prescience, but there still wouldn't be a rundown.

If he stops and the second baseman decides to throw to 2nd, Russell likely beats it out. If he stops and the second baseman throws to first before getting Roach, it turns into a tag play and the run scores.
