It seems like it should be. Walden at least doesn't hop so much toward the plate as much as he just sort of hops in place as more of a timing thing. That looks like he's deliberately trying to gain and extra foot or two of distance toward the plate to increase his pitch effectiveness, giving him an unfair advantage.
