Yes, the coaches should be smarter. But it doesn't mean the rule isn't dumb.

There is simply no rule to gain a competitive advantage by throwing a challenge flag in that situation. Therefore, there is no reason it should be penalized. You might as well penalize the coach for chewing gum on the sidelines.
