The way I understand it is it's only suspended if tied or if the visiting team had taken the lead and the Cubs didn't get to bat.

 

In other words if it's called Cubs win.

No..it's not tied, nor did one team take the lead over the other in the last completed inning. The Cubs led going into the inning and they led after the completed inning, despite the Padres scoring a run to make it 6-4
