I am no expert, but I thought being on the active 25-man roster was the only way to start the clock.

 

Being on the 40-man roster and not in the majors is the start of the clock. You have 3 years of that available. So anyone added to the 40-man and the 25-man at the same time doesn't start accruing options, before September 1. From my interpretation of the current CBA, it appears that anyone added to the 40-man in September and called up doesn't start accruing options. I found some references online that said that September doesn't count towards service time, but can't find any reference to that in my skimming on the CBA.

I'm not sure the option clock and the arbitration clock are the same thing. In 1998, the Cubs waited to call up Wood until late April/early May with the idea that this would buy them a year of arbitration. Where Mark L Peel when you need him?

 

The point of all this is that the Cubs would not start the arbitration clock by calling up Pie.

I was under that assumption as well, but this struck me otherwise:

 

ARTICLE XXI—Credited Major League Service

A. Definition

Those Player rights expressly set forth in the Basic Agreement for

which a Player’s eligibility is dependent upon credited Major League

service will be determined as follows:

(1) One full day of Major League service will be credited for

each day of the championship season a Player is on a Major League

Club’s Active List. A total of 172 days of Major League credited

service will constitute one full year of credited service. A Player

may not be credited with more than one year of credited service, 172

days, in one championship season. Major League service will be

computed commencing with the date of the first regularly scheduled

championship season game, through and including the date of the

last regularly scheduled championship season game. This rule shall

apply uniformly to all Players and all Clubs notwithstanding differences

in a particular Club’s schedule.

(2) For purposes of calculating credited service, a Player will be

considered to be on a Club’s Active List if:

(a) placed on a disciplinary suspension by a Club, the Vice

President, On-Field Operations or the Commissioner, or on the

Disabled List;

(b) called to active military duty for up to two years or if called

to emergency duty by the National Guard for a period of up to

thirty days

 

I don't see an exemption in that text, because in other places in the CBA they refer to all 25+ players in the majors in september as active roster.

Unless they are planning on calling up Pie 11 days into the season next year.

 

The option clock starts upon being added to the 40 man roster. The arbitration clock is measured by days spent with the major league team.

 

I have a nagging feeling that not calling up Pie is a sign that Hendry is not happy with something Pie is doing.
