Could be...Urlacher loves to talk, but isn't always good at it. But isn't that the point? $50k might be a huge amount to one guy and nothing to another guy. A strict percentage would at least ensure a similar disincentive to everyone, regardless of salary/status. EDIT: Bob's suggestion would work. Yes, that is the reason why they went from $5,000 fines to $50,000, but they are probably going to have a hard time getting people to agree to $150,000.
