Tim Curley was his supervisor, Joe reported to him. Gary Schultz was in charge of the campus police, Joe reported to him, too. But why worry about facts? Also, McQueary testified that he never told Joe that he saw a child raped (in fact, he never told anyone that he saw a rape). He told Joe he saw something inappropriate. Im not sure why people can't see the possibility that Paterno (who wasn't a witness) held out hope that what McQueary saw was a mistake, and that by reporting it to the AD and campus police they would handle it appropriately. But yeah, I can see how it makes sense that a guy who wanted to orchestrate a massive coverup would choose to tell his boss and the head of police all about it.
