Right now, is there anyone in the system that you would say has top of the rotation potential? Do you project any legit aces or mostly 2's and 3's?

No one currently in the system currently has TOR potential as you hear prospect pundits define TOR potential. They definitely have guys who could be above average starters though, Edwards and Johnson are at the higher levels, Underwood, Tseng, Stinnett at lower levels, Sands and Steele at short season ball, as well as a handful of others at A ball and below who could jump on the radar with strong years.

Leaving aside TINSTAAPP, IMO, really, as of now, no one is, but CJ Edwards and Duane Underwood are the only ones with said potential, but CJ has to answer the question of whether or not he can handle it physically, and Duane has to show consistency/command/control as he moves up the ladder. There are obviously youngsters with potential, but development wise, aren't there. For example, if all goes well, it's not hard to imagine Carson Sands as a potential TOR type a year or two down the line.

The problem is ... this is true for a lot of systems if you are going to separate TOR vs "2", "3" guys. Stinnett might have a bit more ceiling, but I lump him in with Pierce Johnson as mid-rotation-ish ceilings who might end up better than the guys above them, but simply don't have the ceiling to really dream on. There's nothing wrong with those types of arms, though. Chris Tillman is over-rated, but he's a capable starter.

AZ PHIL - Carson Sands, Justin Steele, Austyn Willis, Jose Paulino, and Alexander Santana right now project as the five starters at Eugene.

Also of interest is that he says that Camargo looks like a starter in AZL and Cease is the "the best of the bunch".

Thought Willis would be AZL starter so good to see he will be starting in Eugene.
