The video is rather unclear...although a hand is reaching over the fence, at least from the youtube video its not clear whether that is where the ball went.

Yeah, it looks like he could've caught it much higher and the motion took his hand downward.

There is a possibility that another fan touched the ball when it was in the stands and the guy got the ball on the bounce.
